Description of the Project: The project consisted in implementing detailed energy audits in 10 municipal institutions in Macedonia (Schools and kindergartens). The assignment included development of a project baseline, assessment of various energy efficiency measures, design of energy efficiency projects, estimated energy savings, etc. Creara also contribute in the preparation of technical specifications and supply and installation bidding documents and conduction of construction supervision and commissioning verification.
 

Ukraine: Support the USAID Municipal Heating Reform Project in Ukraine related to the development and implementation of ESCO/EPC mechanism in municipal sector

Description of the Project: The objective of this project is to acquire expert support for ensuring private sector participation through encouragement to use ESCO Energy Performance Contracts (EPC) by municipalities and municipal utilities.  Specifically, the idea is to support GOU institutions (Ministry of Regional Development, Construction, Housing and Communal Services, State Agency for Energy Efficiency, National Communal Services Commission) to improve ESCO/EPC enabling environment by:

  • Identifying existing barriers and gaps between EU Ukraine legislation on ESCO-EPC: Report with Policy Paper and recommendations to the GOU on ESCO/EPC enabling environment
  • Support five local ESCO-type companies in capacity building exercise: TNA and training sessions and final review of ESCOs business plan.
  • Support implementation of 3 EPCs in municipal sector: review EPCs agreements, provide comments on Measurement and Verification (M&V) provide comments on the Financial Plans (including Business Plans)
